Beloit man takes plea deal in child abuse case

A 28-year-old Beloit man who kneeled on a 10-year-old child’s neck until they passed out won’t have to spend any time behind bars as long as he successfully completes 18 months of probation.

According online court records, Douglas Wagner II plead guilty Tuesday to felony child abuse, and not contest to two counts is misdemeanor disorderly conduct. Judge Ashley Morse withheld finding of guilt on the child abuse charge as part of a felony hold-open agreement.

According to the criminal complaint, the child was playing with Hot Wheels at a home in Beloit on November 17th, when Wagner threw the toy cars and broke the track. He then grabbed the child by their shirt and threw them to the ground before kneeling on their neck.

The young victim told police, that after they lost consciousness, Wagner went back to playing video games.

Staff at University of Wisconsin Children’s Hospital confirmed that the victim’s injuries were consistent with their description of the attack.
