Beloit couple accused of neglecting four children

A Beloit couple are charged with four counts of felony child neglect, after Rock County Child Protective Services found four young children living in squalor.

According to the criminal complaint, Beloit Police were dispatched to a home on the 700 block of 11th Street on the report that four children were living in unsafe conditions.

Officers responded to the home which was occupied by 44-year-old Norman McLeod, 28-year-old Sierra McLeod, their children, and Sierra’s mother.

The smell of the home overwhelmed officers. There was food, garbage, toys, and diapers littering the home, making it difficult to walk.

The children appeared covered in filth were seen crawling around on the food and feces covered floors.

After being placed under arrest both Norman and Sierra blamed the mess on Sierra’s ex who had visited several months prior.

The couple remains free on $1,000 signature bonds.
