Beloit man wanted for for failure to register as a sex offender arrested on OWI suspicion

Rock County sheriff’s deputies arrest a man who local prosecutors charged earlier this month with failure to register as a sex offender, apparently because he had been deported.

Manuel Lopez Garcia, 36, of Beloit was arrested early Sunday morning on suspicion of fourth-offense OWI after police say he nearly crashed his car into a sheriff’s deputy’s cruiser on County Highway D between Janesville and Beloit.

Lopez Garcia was wanted for failure to register as a sex offender. That charge was filed earlier this month after federal agents investigating Lopez Garcia contacted police in Beloit.

That criminal complaint says a Beloit police detective learned from a specialist with the state sex offender registry that Lopez Garcia had been deported in 2018 and that was the apparent reason why he hadn’t been updating his registration.

Online court records show Lopez Garcia had been required to register as a sex offender since 2017. That order came because he violated probation after pleading guilty to third-degree sexual assault in September 2015.

That sex assault charge was filed in November 2013 but he avoided arrest until April 2015.
