Rock County’s attorney defends process used to vet county administrator candidates

If the Rock County Board deems it so, suburban Illinois resident John Light would be the next county administrator.

Rock County’s Staff Committee recommends the board approve a resolution to hire Light,who the committee recruited for the county administrator role alongside finalists Rock County employee Andrew Baker, and Walworth County employee Richard Hough.

Resident Sheila Williams told the staff committee in a written statement she thinks the full board, not the staff committee, should recommend a top pick for administrator.

Williams worries the county could get sued if the board balks at the committee’s pick and doesn’t hire Light.

She worries it could cause problems with Light’s and his current employer, an Illinois village where Light serves as an interim administrator on contract.

Rock County Corporation Counsel Richard Greenlee says the staff committee’s recommendation to the board is in line with state law on appointment of a county administrator.

He says the full county board’s vote is not a rubber stamp because it has final say on whose name gets printed on a resolution to hire a new county administrator.

Greenlee says the board is not obligated to name Light — or either of the other finalists — on the county’s final resolution to hire a new administrator.

County officials have said the board remains on pace to reach a final decision on hiring a new administrator by the end of this month.

The board could vote as early as Thursday on a hiring resolution.

John Light is interim town administrator for Lisle Township, Illinois, through the firm MGT/Gov HR USA.

He has served as director of human resources in of counties, cities and school districts in Illinois, Michigan and Colorado and was administrator of Stephenson County, Illinois.
